PANEL SESSION OF PHARMACEUTICAL CLUSTER AT THE FORUM “ONTUSTIK INVEST”

There was held an International Investment Forum in Shymkent. The first one was held two years ago and gathered participants from 30 countries, the current is equal to the first one according to the number of signed agreements and memorandums. Akim of the region when summing up the forum, focused on the sum of signed memorandums that is 2.5 billion dollars.

Four panel sessions were focused on engineering, agriculture, cotton-textile cluster. B.K. Nurmashev, the Committee Chairman for the development of medicine and pharmacy of Regional Chamber of Entrepreneurs of South Kazakhstan region, Pro-rector of SKSPHA headed a panel session “Prospects of development of pharmaceutical cluster in South Kazakhstan”. 

Until 2015, there was an export of pharmaceuticals in pharmaceutical industry, but within 6 months of 2015 it was reduced by 18 percent.

53 per cent of manufactured pharmaceutical products in Kazakhstan falls on South Kazakhstan region, in particular, JSC “Khimpharm”. The country’s first association “Pharmaceutical cluster of SKR” established by business community in June last year, united not only representatives of pharmaceutical industry but also universities, medical institutions of Kazakhstan. It has today nearly 5000 professionals, producing 80-90 percent of finished drugs.

The priority of pharmaceutical cluster is the development of high-tech industries in this branch. The research basis will be pre-clinical and clinical trials of new drugs on the basis of scientific laboratories of SKSPhA.

It will be not so easy for investors, domestic and foreign pharmaceutical companies to sweep market of the country. Violent medicine security and effectiveness measures are created by the Government of Kazakhstan. L.R. Kashkymbayeva, the Director of Control Committee of medical and pharmaceutical activity of SKR put up to this information and added that they would work on the basis of international experience, GMP, GDP, GPP implementation. The pharmaceutical sector will be made up of medicines’ pricing, improvement of quality and accessibility of pharmacological support to all categories of citizens.

Since 2018 GMP essential requirement will be introduced. Only those pharmaceutical companies, the success of which will determine the next two years will remain at the market, they have to move production to international standards. And from January 1^st, 2015 there has already been established a criminal liability for the production and sale of counterfeit drugs. Kazakhstan signed Medicrime Conventions. There are 12 271 objects of pharmaceutical activity in Kazakhstan, among them there are 11488 (94%) of private ownership that is 76% of small business enterprises. Joining the international organization of pharmaceutical inspection bodies (PIC / S) for active cooperation in GMP area was developed in accordance with Article 6 of Implementation Plan of the Concept of Kazakhstan joining into the 30 most developed countries in the world for 2014 - 2020, which was approved by Government Regulation of RK dated June 30, 2014 № 752. PIC/S is a system of international cooperation of pharmaceutical inspections.

The country has created Kazakhstan national drug formulary (KNF), which is a resource with reference material, including drugs registered in the Republic of Kazakhstan, listed in the latest version of the National Formulary and registered in British National Formulary. It will be based on the principles established by the gold standard of medicine reference - British National Formulary (BNF), on the basis of which WHO model formulary was developed.

The session participants were interested in the speech of Gulnara Sakenovna Beksarinova, the director of the department of Support Tools Center JSC “KIRI”. How to attract foreign specialists to conduct training at the enterprise? How to pay for training costs of the employees? Indeed, it is not always possible to pay the sum amounted from 1 to 3 million tenge for training of a specialist, and for foreign specialist - from 5 to 9 million tenge. It is possible to compensate the budget with the help of provided tools, the main thing is to file an application, to do business correspondence with JSC “KIRI”. The rules of governmental support are regulated by the document №1194 dated 09.12.2015. All information is available on the website: www.kidi.gov.kz.The costs are offset by 50 percent. The agreement specifies the terms of increasing profitability and productivity. The funds amounted 524 million tenge are for 2016, for 2017 - 500 million tenge.

Danail Donchev (Poland), the director for research and development of Santo Company also addressed the session.

The panel session on the prospects of pharmaceutical cluster development in South Kazakhstan was finished at an exciting note.

“Ontustik Invest – 2016” became a dialogue platform for entrepreneurs, representatives of state bodies and national companies. The event was attended by over 600 people representing business communities, diplomatic missions, international organizations, development institutions.

Tourist information center “Ontustik Tourism Center” was opened within this forum.
